Project description
The Act on maintaining cleanliness and order in municipalities (so-called "waste act") of 2013 introduced a new system of waste management where municipalities are responsible for collecting segregated waste. The new regulations have not translated into practice, as reported by citizens, the Supreme Audit Office and the Voivodeship Inspectorate for Environmental Protection. In Mazowsze where the Foundation is active, numerous irregularities were detected.
The aim of the project was to find out how the provisions of the "waste act" are implemented in Mazowsze, improve the transparency of activities led in municipalities in the field of waste management, and promote waste segregation among inhabitants of Mazowsze.
As a result of the project, in 25 municipalities in Mazowieckie voivodeship a cooperation between inhabitants, NGOs and municipal offices was initiated to make the local systems of waste collection more effective. In 100 out of 314 municipalities in Mazowsze practical implementation of the new regulations was checked, 20 municipalities received recommendations, and 5 of them declared their willingness to introduce changes.
Under the project, 100 randomly selected municipalities were monitored, including legal analyses, information and education activities of municipalities, checking containers for waste segregation, functioning of intervention portal for inhabitants, and reached levels of recycling as compared with EU requirements. 30 meetings and workshops were organised for schoolchildren, adults and workers of municipal offices on selective waste collection. 66 interventions were conducted in cases of irregularities. In 12 municipalities an audit of companies collecting waste was recommended. Together with inhabitants, 3 waste projects for participatory budget in Warsaw were prepared and filed. Education materials and the report "Implementation of the new system of waste management in Mazowsze" were developed and promoted. A conference in the Ministry of Environment was organised for 43 persons.
The project benefited municipal officers, workers of municipal companies, and inhabitants of Mazowsze.
