Hate speech has become one of the most common forms of intolerance and xenophobia in Europe today. When the unacceptable starts to be accepted, becomes “the norm”, there is a true threat to human rights – says Thorbjørn Jagland, Secretary General of the Council of Europe in a preface to BOOKMARKS – new manual of the Council of Europe for combating hate speech online through human rights education.
The Polish edition of the manual has been developed and published by the Batory Foundation within the Citizens for Democracy programme and oficially launched on April 23, during the seminar “21 ways of combating hate speech” in Warsaw. The seminar was held by the Center for Education Development and the Anti-discrimination Education Association.
