Project description
In Lódz NGOs had an opportunity to obtain premises from the municipality through tender or without tender - they could apply for preferential rates or for free rental. In the recent 7 years, regulations and resolutions have been adopted concerning those procedures. The problem was that their provisions were unclear and could be differently interpreted by individual city officers. No guidelines were in place concerning the criteria defined in the above mentioned documents on availability of premises, as well as no clear information on the procedures presented clearly in one place. Thus, the aim of the project was to make the municipal policy on premises for the third sector in Lódz more transparent. The objective was realised through creating a working team together with representatives of four city departments and the third sector which during 12 meetings developed new and clear procedures for using the city business premises resources, with preferential rules for the third sector. The Committee for Civil Dialogue on premises by the City Hall of Lódz was created, and 23 persons from non-governmental organisations were trained in new methods to influence and monitor city policies, and 34 persons were trained in new procedures concerning premises. Broadly consulted and innovative system for co-deciding on premises resources for NGOs in Lódz was implemented. A publication was also prepared describing how to use the city premises resources, distributed in paper and online versions. The partner of the project was the City Hall of Lódz, participating in the working group meetings on developing the new procedures, and later in preparing city regulation in this field. Cooperating city departments: the Department of Buildings and Premises - presently the Bureau of Housing Resources Management, the Department of City Property - presently the Department of Property Management, the Bureau for Social Participation, the Bureau of Revitalisation and the City Building Development.
